The Netherlands Organisation for Applied  Scientific Research (TNO) is a fully independent R&D-organisation with a staff of appr. 4500 and a turnover of appr. 500 M€. TNO’s research is largely directed at answering questions of practical importance. TNO maintains close contacts with universities and basic research institutes, both national and international, in order to translate up-to-date scientific knowledge and insights into practical applications. Dutch industry and ministries are important clients of TNO. A large number of industrial clients belong to the small and medium sized enterprises. TNO is serving an increasing numbert of companies abroad. At  present TNO derives about 30% of its market turnover from contract research from contract R&D for the foreign private sector and international organizations.

TNO Defense, Security & Safety has a strong knowledge and market position in the domain of  military personal protective equipment and protective clothing for first responders. In development of protective gear, protection and personal parameters have to be optimized. This requires knowledge of materials, clothing technology and human factors, in order to optimize the protection on all aspects (and not just the protection factor). TNO Science and Industry is an important player in materials innovation, including smart materials, nanotechnologies and encapsulation technologies

TNO has extensive experience in networking and project management through their involvement in leading and participation in large multi-disciplinary national and international (EU) projects.
